Hagel tells Congress he's ready to act on Iran, if needed

WASHINGTON (Reuters) - Chuck Hagel has told Congress that if confirmed as the next defense secretary he would ensure America's military is prepared to strike Iran if necessary but stressed the need to be "cautious and certain" when contemplating the use of force.

Hagel's views were detailed in 112 pages of written responses to wide-ranging questions by lawmakers submitted ahead of his confirmation hearing on Thursday. In them, he also voiced support for a steady U.S. drawdown in Afghanistan.

It was unclear whether his comments would help blunt what is expected to be harsh questioning by mostly Republican lawmakers following a public campaign against his nomination by critics seeking to portray him as soft on Iran and anti-Israel.

Hagel, himself a former Republican senator from Nebraska, assured the committee that the United States would maintain an "unshakeable" commitment to Israel's security and voiced support for President Barack Obama's position that no options should be taken off the table to prevent Iran from acquiring a nuclear weapon. That language is generally used to suggest the possibility of a military strike.

"If confirmed, I will focus intently on ensuring that (the) U.S. military is in fact prepared for any contingency," Hagel wrote, according to a copy of the questions and answers obtained by Reuters.

"While there is time and space for diplomacy, backed by pressure, the window is closing. Iran needs to demonstrate it is prepared to negotiate seriously."

Like other defense chief nominees before him, Hagel noted that he would use caution before committing troops to war. But he said his experience as an infantryman in Vietnam would inform his role as defense secretary, where he would be entrusted with winding down the conflict in Afghanistan.

The decorated Vietnam veteran, who fought alongside his younger brother, Tom, for 10 months that included the bloody Tet Offensive, told Congress: "I understand what it is like to be a soldier in war."

"I also understand what happens when there is poor morale and discipline among the troops and a lack of clear objectives, intelligence, and command and control from Washington," he wrote.

He said he would draw on that experience to "ensure that we are cautious and certain when contemplating the use of force."

As for Afghanistan, Hagel said he agreed with Obama's plans for a steady drawdown ahead of the end-of-2014 deadline for NATO to formally end the war, leaving behind a small contingent of foreign forces.

"At this time, I do not foresee any realistic conditions that would preclude this transition from being completed responsibly by the end of 2014," Hagel wrote.

TOUGH ROOM

Hagel is expected to have a tougher time with the Armed Services Committee, where he will testify on Thursday and which must clear his nomination, than in the full 100-member Senate, where Republicans hold 45 seats.

There are 12 Republicans on the 26-member panel, but many are among the Senate's most conservative members. At least three, including the panel's top Republican, James Inhofe of Oklahoma, said they would oppose Hagel even before hearing his testimony.

Some Republicans view Hagel as a traitor for questioning the Bush administration's handling of the Iraq War, which he initially supported. Asked about "lessons learned in Iraq," Hagel noted the need for proper planning for post-combat situations, something even war supporters acknowledge was lacking.

"I believe we must think very carefully before we commit our Armed Forces to battlefields abroad," he said. "Our forces deserve policies and planning worthy of the sacrifices they make in combat."

Some Democrats and moderate Republicans, meanwhile, question Hagel's social conservatism, saying it raises concerns about how strongly he would support equal rights for women or homosexuals in the military.

In his written responses, Hagel said he fully supported gays and lesbians serving openly and outgoing Defense Secretary Leon Panetta's move to end the ban on women in front-line combat positions.

He also echoed Pentagon opposition to automatic spending cuts due to kick in on March 1 that he said would be "devastating" to the Pentagon and harm military readiness.

Retailers may add surcharge in credit card transactions

(Reuters) - Retailers in 40 U.S. states can now charge up to 4 percent extra when consumers pay for goods and services with a credit card.

These so-called "checkout fees" went into effect January 27, and do not apply to debit card payments. The fees are illegal in California, New York, Texas and seven other states.

It is up to individual businesses to decide whether or not to add the fee. They also need to disclose it to consumers.

The surcharge is the result of the biggest anti-trust settlement in U.S. history. In 2005, a group of merchants claimed that MasterCard, Visa, and nine other companies including JP Morgan Chase & Co conspired to fix the fees that stores pay to accept credit card purchases.

After years of negotiations the case, which was in the U.S. District Court for the Eastern District of New York, settled. The credit card companies and banks agreed to pay $6 billion to the merchants who sued.

As part of the settlement, the merchants are allowed to charge customers a fee equal to the cost of accepting cards, typically 1.5 percent to 3 percent of the purchase price.

"While it is legal to charge extra, there are still limitations," said Kathy Li, the San Francisco director of Consumer Action, a consumer advocacy agency. "For example, what kind of cards can be charged? What cards can't be charged?"

To avoid the surcharge, consumers can pay with cash or debit cards. And when shopping online, "there's always PayPal or other electronic payment options that can't charge extra," said Li.

Ben Bernanke's term as chairman of the Federal Reserve expires one year from Thursday. Sometime between now and then he's likely to take his foot off the gas pedal of financial stimulus that is helping to fuel the still-weak U.S. recovery and begin tapping on the brakes.

First appointed by President George W. Bush in 2006 and given a second four-year term as chairman by President Barack Obama, Bernanke hasn't signaled whether he'd like a third term as head of the nation's central bank if Obama pressed him to stay.

But speculation abounds that the former Princeton economics professor is ready to call it quits.

The central bank under Bernanke has kept interest rates ultra-low for more than four years.

At the same time, the Fed has effectively been printing money to buy hundreds of billions of dollars of mortgage-backed and U.S. Treasury securities, further holding down rates and pumping new money into the economy.

Many economists credit such policies for helping to keep the deepest U.S. downturn since the Great Recession from being far worse.

But the chief danger of such easy-money policies is inflation.

It's been tame so far, but at some point it's bound to roar back ? which is why a time will come for Bernanke and fellow Fed members to begin to unwind years of financial stimulus by halting the bond purchases and raising interest rates again.

No one knows just when ? but it probably won't be at the two-day Fed meeting that began in Washington on Tuesday.

Instead, the Fed is expected to push on with its efforts to spur growth so long as economic inflation remains in check and unemployment stays so high.

Janet Yellen, the vice chairman of the Fed, is seen as most likely to be offered the top position by Obama if Bernanke retires.

Kate Clancy s Short Grant Rant: On Broken Promises

Here is my grant rant. It is very, very simple.

Last night I was talking to a colleague who just heard he missed the funding cutoff for his NIH grant by a single percent ? 19th percentile funded, and his grant was at the 20th. He had applied to one of the many institutes that is trying to keep the R01 afloat by reducing funding to all the other funding mechanisms ? which happen to be the mechanisms used more by early career faculty because they don?t have enough preliminary data for an R01 for several years. It was a proposal to one of those non-R01 mechanisms that just lost out. It was his last resubmission. Because it takes so long to actually get NIH money, even if he submitted a successful grant in the next round ? March 2013 ? he wouldn?t get approval for the funds until December 2014, and access to that money some time in 2015. In the meantime, that means he has no money to fund the personnel in his lab, let alone the supplies to do his research.

This colleague had just had a long talk with his program officer, and shared with that person that he thought it was unfortunate that the R01 is being privileged over other mechanisms, and that the NIH seems determined to sacrifice an entire generation of young scientists. This colleague does novel work, intentionally took a nontraditional approach to his doctorate and postdoc in order to try and so something awesome with his science. He?s encouraged by his senior colleagues all over the country who also think he?s awesome ? it?s clear he is widely respected. But the few junior folks who get funded in his discipline are the ones who are doing something derivative of their postdoc or grad advisor, and they?re all out of the same three to five labs.

Here is what I had to say in that conversation (and the ensuing Twitter conversation): the NIH, and American science funding in general, is not just sacrificing a generation of scientists. They are sacrificing American science, period.

I don?t know who thinks things are going to get better, that somehow we?re just the one generation that is screwed. Funding lines are going to keep getting worse. Even in NIH grantwriting seminars, I?m getting told by people who sit on review panels that there is an increasingly high degree in subjectivity in who gets funded because once a grant is in the top 20%, how do you tell the difference between the top 10% and 20%? Poor reading, pettiness, cronyism ? this is not what I?m hearing from sour grapes junior faculty, this is what I?m hearing from R01-funded faculty who sit on NIH review panels. And then they tell me my specific aims for my mock review are due a few days later. Wow, I?m so motivated to write now, thanks!

We need to fundamentally change the way science is funded. We need to change the way politicians and the public view science. We need to quadruple the federal budget?s allocation to science (right now if you add up NASA, NIH and NSF it?s 1.8% of the budget). We need to stop making it so freaking hard for great scientists to do science, stay in science, discover science in the first place.

Unless you guys really don?t want us doing world-changing research. I don?t want to say what my colleague would have done with his grant because I want to protect his anonymity. But let me tell you what I would be able to do with federal funding:

  • I would be able to understand why it is that some women have an easier time getting pregnant than others.
  • I would be able to determine what factors seem to prevent breast, ovarian and endometrial cancer.
  • I would start to disentangle all the psychosocial factors that seem to lead to infertility even though we haven?t been able to figure out the mechanism.
  • I would be able to understand the way in which the mother and fetus negotiate with each other can sometimes contribute to miscarriage.
  • I would be able to provide resources and teach resilience to a whole generation of local girls who don?t have science in their schools, while doing research that helps me, and them, understand their bodies.
  • I would be able to lay the foundation for hormonal contraceptives that are safe and effective for adolescents.
  • I would be able to set up the undergraduate mentoring program I?ve been trying to implement for the last year.

Science captures the imagination of children, it helps us understand our world, it saves lives and protects the planet. We need to stop deluding ourselves that doing the same thing in academic science, but just tightening our belts a bit more, is going to solve the problem. We?ve done worse than sacrificed a generation of scientists, we?ve disgusted the generation below them and reduced our chances of renewal, growth and innovation.

Let me share a tiny bit of life history theory. There is this principle of trade-offs: time and energy used for one purpose cannot be used for another. So if you somatically allocate to growth, for instance, you have less to allocate towards maintenance and reproduction. If a body is very constrained, resource allocation goes haywire: there isn?t enough to support any particular function well, and even critical processes may shut down.

This is how people starve to death.

The cool thing about many aspects of human physiology, however, is that if you flood that system with resources, it?s flexible enough that it can recover. Shutting down does not have to be inevitable. Like the girls I want to study, we are all resilient.

But only if we get resources before we go far enough along the starvation path.

Fix Your Credit History With These Tips - Finance

An imperfect credit rating can make financing a home even more difficult than normal. If possible, apply for an FHA loan; these loans are backed by the United States government. FHA loans are a good option regardless of your down payment amount or funds available for closing costs.

Credit counseling can be a sound first step if you are seeking credit repair. They can show you a better way to manage and pay down your debt, making it much easier for you to live. You have to agree to dispose of all your credit cards, as well as to pay your creditors on a monthly basis.

Making your payments on time is key to improving your credit rating. If this is all you can afford, pay the minimum balance. Even if you only miss one payment, it will hurt your credit.

Keep the balances on your credit cards low if you want to repair your credit. You can still hurt your credit score by keeping the balance on your card only slightly less than your limit, even if you always pay on time.

Always examine your monthly credit card bill to make sure everything is accurate. if you find any, then you need to get in touch with the company right away so this does not become a blemish on your credit record.

Israel threatens Syria strike if rebels get chemical arms

JERUSALEM (Reuters) - Any sign that Syria's grip on its chemical weapons is slipping as it battles armed rebels could trigger Israeli military strikes, Israel's vice premier said on Sunday.

Silvan Shalom confirmed a media report that Prime Minister Benjamin Netanyahu had last week convened a meeting of security chiefs to discuss the civil war in Syria and the state of its suspected chemical arsenal.

Israel and NATO countries say Syria has stocks of chemical warfare agents at four sites. Syria is cagey about whether it has such arms but says if it had it would keep them secure and use them only to fend off foreign attack.

The Israeli meeting on Wednesday had not been publicly announced and was seen as unusual as it came while votes were being counted from Israel's parliamentary election the day before, which Netanyahu's party list won narrowly.

Should Lebanon's Hezbollah guerrillas or rebels battling forces loyal to Syrian President Bashar al-Assad obtain Syria's chemical weapons, Shalom told Israel's Army Radio: "It would dramatically change the capabilities of those organizations."

Such a development would be "a crossing of all red lines that would require a different approach, including even preventive operations," he said, alluding to military intervention for which Israeli generals have said plans have been readied.

"The concept, in principle, is that this (chemical weapons transfer) must not happen," Shalom said. "The moment we begin to understand that such a thing is liable to happen, we will have to make decisions."

Addressing his cabinet on Sunday, Netanyahu said he intended to put together "the broadest and most stable government as possible in order, first of all, to meet the significant security threats that face the State of Israel".

Difficult coalition talks could be ahead for Netanyahu with factions representing widely different sectors of the population.

"COMING APART"

In his public remarks at the cabinet session, Netanyahu pointed to "what is happening in Iran and its proxies and at what is happening in other areas, with the deadly weapons in Syria, which is increasingly coming apart.

"In the east, north and south, everything is in ferment and we must be prepared, strong and determined in the face of all possible developments," Netanyahu said, in apparent reference to Iran, Syria and Egypt.

Raising the regional stakes, Tehran, among Assad's few allies and itself long the subject of Israeli military threats over its nuclear program, said on Saturday it would deem any attack on Syria an attack on Iran.

Interviewed on Army Radio, Civil Defence Minister Avi Dichter said Syria was on the verge of collapse. But asked whether Israel perceived an imminent threat, Dichter said: "No, not yet. I suppose that when things pose a danger to us, the State of Israel will know about it."

France, among the most vocal backers of Syria's rebels, said last week there were no signs Assad was about to be overthrown.

An Israeli government security adviser told Reuters on Sunday Syria had taken new prominence in strategic planning "because of the imminence of the threat. There the WMDs (weapons of mass destruction) are ready and could be turned against us at short notice."

Syria is widely believed to have built up the arsenal to offset Israel's reputed nuclear weapons, among other reasons.

Syrian forces escalate offensive in Homs

BEIRUT (AP) ? Syria's army unleashed a barrage of rocket and artillery fire on rebel-held areas in a central province Friday as part of a widening offensive against fighters seeking to oust President Bashar Assad. At least 140 people were killed in fighting nationwide, according to activist groups.

The United Nations said a record number of Syrians streamed into Jordan this month, doubling the population of the kingdom's already-cramped refugee camp to 65,000. Over 30,000 people arrived in Zaatari in January ? 6,000 in the past two days alone, the U.N. said.

The newcomers are mostly families, women, children and elderly who fled from southern Syria, said Melissa Fleming, spokeswoman for the United Nations High Commissioner for Refugees. She said the UNHCR was working with the Jordanian government to open a second major camp nearby by the end of this month.

Many of the new arrivals at Zaatari are from the southern town of Daraa, where the uprising against Assad first erupted nearly two years ago, the Britain-based Save the Children said Friday.

Five buses, crammed with "frightened and exhausted people who fled with what little they could carry," pull up every hour at the camp, said Saba al-Mobasat, an aid worker with Save the Children.

The exodus reflected the latest spike in violence in Syria's civil war. The conflict began in March 2011 after a peaceful uprising against Assad, inspired by the Arab Spring wave of revolutions that toppled leaders in Tunisia, Egypt, Libya and Yemen, turned violent.

Despite significant rebel advances on the battlefield, the opposition remains outgunned by government forces and has been unable to break a stalemate on the ground.

In Lebanon, the leader of the Syria-backed Lebanese Hezbollah group, Sheik Hassan Nasrallah, said Friday in a speech that those who dream about "dramatic changes" taking place in Syria should let go of their fantasies.

"Particularly those who were expecting the fall of Damascus," he told supporters, adding that military, political and international developments point to the futility of such dreams.

Activists said the army recently brought in military reinforcements to the central province of Homs and launched a renewed offensive aimed at retaking patches of territory that have been held by rebels for months.

An amateur video posted online by activists showed rockets slamming into buildings in the rebel-held town of Rastan, just north of the provincial capital, Homs. Heavy gunfire could be heard in the background.

Another video showed thick black and gray smoke rising from a building in the besieged city. "The city of Homs is burning ... day and night, the shelling of Homs doesn't stop," the narrator is heard saying.

Troops also battled rebels around Damascus in an effort to dislodge opposition fighters who have set up enclaves in surrounding towns and villages. The troops fired artillery shells Friday at several districts, including Zabadani and Daraya, according to the Britain-based Syrian Observatory for Human Rights.

Another activist group, the Local Coordination Committees, said regime warplanes carried out airstrikes on the suburb of Douma, the largest patch of rebel-held ground near Damascus.

Other video showed devastation in the Damascus neighborhood of Arbeen, following what activists said were two airstrikes there. A bleeding, wounded man can be seen being helped out of the rubble of the destroyed building. The videos appeared consistent with Associated Press reporting on the fighting.

Last month, the UNHCR said it needed $1 billion to aid Syrians in the Mideast, and that half of that money was required to help refugees in Jordan.

The agency says 597,240 refugees have registered or are awaiting registration with the UNHCR in Turkey, Lebanon, Jordan, Iraq and Egypt. Some countries have higher estimates, noting many Syrians have found accommodations without registering, relying on their own resources and savings.

In Turkey, U.S. officials announced that the United States was providing an additional $10 million in assistance to help supply flour to bakeries in the Aleppo region.

Nancy Lindborg, assistant administrator for the U.S. Agency for International Development, said the aid would help provide daily bread for about 210,000 people for the next five months.

She said that with the new assistance, the United States was providing a total of $220 million to help Syrians.

"Too many people ? an unconscionable number of Syrians ? are not able to get daily bread, in addition to other supplies," Lindborg told journalists after a visit to a Syrian refugee camp near Turkey's border with Syria.

In a rare gesture, Syria's Interior Ministry called on those who fled the country during the civil war to return, including regime opponents. It said the government will help hundreds of thousands of citizens return whether they left "legally or illegally."

Syrian opposition figures abroad who want to take part in reconciliation talks will also be allowed back, according to a ministry statement carried late Thursday by the state SANA news agency.

If they "have the desire to participate in the national dialogue, they would be allowed to enter Syria," it said.

The proposed talks are part of Assad's initiative to end the conflict that started as peaceful protests in March 2011 but turned into a civil war. Tens of thousands of activists, their family members and opposition supporters remain jailed by the regime, according to international activist groups.

Opposition leaders repeatedly have rejected any talks that include Assad, insisting he must step down. The international community backs that demand, but Assad has clung to power, vowing to crush the armed opposition.

More than 60,000 people have been killed since the conflict began, according to the U.N.

Activists also said two cars packed with explosives blew up near a military intelligence building in the Syrian-controlled part of the Golan Heights, killing eight. Most of the dead were members of the Syrian military, the Observatory said.

The Syrian government had no comment on the attacks, which occurred Thursday night in the town of Quneitra, and nobody claimed responsibility for them.

Car bombs and suicide attacks targeting Syrian troops and government institutions have been the hallmark of Islamic militants fighting in Syria alongside rebels trying to topple Assad.

Quneitra is on the cease-fire line between Syria and Israel, which controls most of the Golan Heights after capturing the strategic territory from Syria in the 1967 war.

Genetic landscape of common brain tumors holds key to personalized treatment

Nearly the entire genetic landscape of the most common form of brain tumor can be explained by abnormalities in just five genes, an international team of researchers led by Yale School of Medicine scientists report online in the Jan. 24 edition of the journal Science. Knowledge of the genomic profile of the tumors and their location in the brain make it possible for the first time to develop personalized medical therapies for meningiomas, which currently are only managed surgically.

Meningioma tumors affect about 170,000 patients in the United States. They are usually benign but can turn malignant in about 10 percent of cases. Even non-cancerous tumors can require surgery if they affect the surrounding brain tissue and disrupt neurological functions.

Approximately half of the tumors have already been linked to a mutation or deletion of a gene called neurofibromin 2, or NF2. The origins of the rest of the meningiomas had remained a mystery.

The Yale team conducted genomic analyses of 300 meningiomas and found four new genetic suspects, each of which yields clues to the origins and treatment of the condition. Tumors mutated with each of these genes tend to be located in different areas of the brain, which can indicate how likely they are to become malignant.

"Combining knowledge of these mutations with the location of tumor growth has direct clinical relevance and opens the door for personalized therapies," said Murat Gunel, the Nixdorff-German Professor of Neurosurgery, professor of genetics and of neurobiology, and senior author of the study. Gunel is also a member of Yale Cancer Center's Genetics and Genomics Research Program.

For instance, two of the mutations identified ? SMO and AKT1 ? have been linked to various cancers. SMO mutations had previously been found in basal cell carcinoma and are the target of an already approved drug for that form of skin cancer. Another, KLF4, activates a suite of genes and is known for its role in inducing stem cell formation, even in cells that have fully differentiated into a specific tissue type. Mutations in a TRAF7, a gene not previously associated with cancer, were found in approximately one-fourth of tumors. Meningiomas with these mutations are found in the skull base and are unlikely to become cancerous. In contrast, NF2 mutant tumors that flank the brain's hemispheres are more likely to progress to malignancy, especially in males.

Doctors may be able to use targeted chemotherapy on patients with non-NF2 mutations, especially those with recurrent or invasive meningiomas and those who are surgically at high risk. Individualized chemotherapies could also spare patients irradiation treatment, a risk factor for progression of these generally benign tumors. Gunel said it may also be possible to extend these approaches to more malignant tumors.

Sampling in the Trench dates back to two global expeditions of discovery: the Danish research vessel Galathea II in 1952, and the Russian Vityaz in 1958. These vessels carried out 13 shots, trawling as deep as 9900m. There followed a period of several decades where the world?s trenches were almost ?out of sight, out of mind.? However, this started to change in the 1990s, as scientific interest in the biological role of trenches increased ? to discover what animals lived in the deepest parts of our oceans, and how they were adapted to cope with the extreme depths.

In 2001, there was renewed sampling in the northern part of the Kermadec Trench with a U.S. expedition by scientists on the Melville, which was followed in 2007 by the German research vessel Sonne. These surveys deployed free-fall benthic landers, similar to the ones we will use on this voyage, to photograph and sample animals attracted by the bait. The results showed a diverse and abundant amphipod fauna, and photographed a species of snailfish (Notoliparis kermadecensis) that lives only in the Kermadec Trench.

This work set the scene for a more extensive research programme, termed HADEEP, of which the current voyage is the fourth in a collaborative venture between the University of Aberdeen and the National Institute of Water and Atmospheric Research (NIWA), and using NIWA?s research vessel Kaharoa. These surveys have to date sampled 33 locations along a gradient of depths to describe the fauna and to determine how the species composition changes within the trench.

Life in the Trench was almost unknown a decade ago, but is now one of the best-sampled trenches in the world. However, while our knowledge has improved, there is still a lot to learn about the structure and function of hadal communities.

Prenatal inflammation linked to autism risk

Jan. 24, 2013 ? Maternal inflammation during early pregnancy may be related to an increased risk of autism in children, according to new findings supported by the National Institute of Environmental Health Sciences (NIEHS), part of the National Institutes of Health. Researchers found this in children of mothers with elevated C-reactive protein (CRP), a well-established marker of systemic inflammation.

The risk of autism among children in the study was increased by 43 percent among mothers with CRP levels in the top 20th percentile, and by 80 percent for maternal CRP in the top 10th percentile. The findings appear in the journal Molecular Psychiatry and add to mounting evidence that an overactive immune response can alter the development of the central nervous system in the fetus.

"Elevated CRP is a signal that the body is undergoing a response to inflammation from, for example, a viral or bacterial infection," said lead scientist on the study, Alan Brown, M.D., professor of clinical psychiatry and epidemiology at Columbia University College of Physicians and Surgeons, New York State Psychiatric Institute, and Mailman School of Public Health. "The higher the level of CRP in the mother, the greater the risk of autism in the child."

Brown cautioned that the results should be viewed in perspective since the prevalence of inflammation during pregnancy is substantially higher than the prevalence of autism.

"The vast majority of mothers with increased CRP levels will not give birth to children with autism," Brown said. "We don't know enough yet to suggest routine testing of pregnant mothers for CRP for this reason alone; however, exercising precautionary measures to prevent infections during pregnancy may be of considerable value."

"The brain develops rapidly throughout pregnancy," said Linda Birnbaum, Ph.D., director of NIEHS, which funds a broad portfolio of autism and neurodevelopmental-related research. "This has important implications for understanding how the environment and our genes interact to cause autism and other neurodevelopmental disorders."

The study capitalized on a unique national birth cohort known as the Finnish Maternity Cohort (FMC), which contains an archive of samples collected from pregnant women in Finland, where a component of whole blood, referred to as serum, is systematically collected during the early part of pregnancy. The FMC consists of 1.6 million specimens from about 810,000 women, archived in a single, centralized biorepository. Finland also maintains diagnoses of virtually all childhood autism cases from national registries of both hospital admissions and outpatient treatment.

From this large national sample, the researchers analyzed CRP in archived maternal serum corresponding to 677 childhood autism cases and an equal number of matched controls. The findings were not explained by maternal age, paternal age, gender, previous births, socioeconomic status, preterm birth, or birth weight. The work was conducted in collaboration with investigators in Finland, including the University of Turku and the National Institute for Health and Welfare in Oulu and Helsinki.

"Studying autism can be challenging, because symptoms may not be apparent in children until certain brain functions, such as language, come on line," said Cindy Lawler, Ph.D., head of the NIEHS Cellular, Organ, and Systems Pathobiology Branch and program lead for the Institute's extramural portfolio of autism research. "This study is remarkable, because it uses biomarker data to give us a glimpse back to a critical time in early pregnancy."

This work is expected to stimulate further research on autism, which is complex and challenging to identify causes. Future studies may help define how infections, other inflammatory insults, and the body's immune response interact with genes to elevate the risk for autism and other neurodevelopmental disorders. Preventative approaches addressing environmental causes of autism may also benefit from additional research.

The study was funded primarily by an American Recovery and Reinvestment Act grant from NIEHS, with additional support from the National Institute of Mental Health.

After Gen. John Allen cleared, nomination back on track

A day after the Pentagon cleared Gen. John Allen of any wrongdoing in email exchanges with a Tampa socialite, his nomination to take over as NATO's supreme allied commander is back on track.

Currently serving as the top commander of U.S. and NATO forces in Afghanistan, Allen's nomination was placed on hold last November when the Pentagon inspector general began an investigation into his conduct.

White House spokesman Jay Carney said at Wednesday's White House briefing that President Obama has decided to go forward with Allen's nomination.

"The investigation is now complete," said Carney. "We welcome its findings. And, therefore, we intend for the nomination to proceed."

Carney expressed hope that the Senate would consider the nomination "in a timely manner. And you know, we will press the Senate to do just that."

A spokesman for Allen released a statement saying the Marine general "was obviously pleased by the outcome" of the inspector general's investigation.

The Pentagon inspector general investigated whether Allen's email contacts with Tampa socialite Jill Kelley were inappropriate. Kelley was at the center of the scandal that led to the resignation of David Petraeus as CIA director after his extramarital affair with his biographer, Paula Broadwell, came to light.

Kelley had contacted law enforcement to investigate a series of anonymous harassing emails later determined to have come Broadwell. After wrapping its investigation, the FBI referred to the Pentagon 20,000 to 30,000 documents of exchanges between Allen and Kelley that it felt needed further investigation.

Maj. David Nevers said Allen was informed that "the allegations against him were unsubstantiated and did not violate the requirement of exemplary conduct or the prohibition against conduct unbecoming an officer and a gentleman."

According to Nevers, Allen had "placed his faith in and fully supported the investigative process. He's obviously pleased by the outcome."

He described Allen as being "grateful for the support he received throughout this process from his chain of command, friends, family and colleagues. He remains focused, as he has always been, on leading the brave men and women of the ISAF team."

Allen is expected to turn over command of NATO forces in Afghanistan on Feb. 10 to Gen. Joseph Dunford, who has already been confirmed by the Senate.

The Senate confirmation process is a minefield for many presidential nominees. But Sen. John Kerry seemed to navigate those waters safely at his confirmation hearing to be secretary of state.

The Massachusetts Democrat was treated gently on Thursday by the Senate Foreign Relations Committee ? even by the same Republicans who relentlessly grilled outgoing Secretary of State Hillary Rodham Clinton a day earlier on the administration's handling of the deadly September terrorist attack on the U.S. Consulate in Benghazi, Libya.

It doesn't hurt that Kerry ? widely scorned by Republicans in 2004 when he was the Democratic presidential nominee? is the panel's present chairman and popular with colleagues of both parties.

"You're ready to go," said Sen. Bob Corker of Tennessee, the panel's top-ranking Republican. "My sense is your confirmation will go through very, very quickly."

Sen. John McCain, R-Ariz., called his fellow Vietnam War veteran "my friend" and told members Kerry's qualifications for the job "are well known to you and all of our colleagues."

It won't be nearly as smooth for President Barack Obama's nominations of former Republican Sen. Chuck Hagel for defense secretary or John Brennan to head the CIA.

Both are sure to face tough questioning from senators? Hagel about past statements on Iran, gays and Israel; Brennan, now the top White House counterterrorism adviser, on the Benghazi attack.

Kerry and the committee members were clearly comfortable with each other.

Sen. Bob Menendez, D-N.J., the incoming chairman, wondered how Kerry would be able to "explain to world leaders how you could have been rooting for the Boston Red Sox instead of what the world knows is the New York Yankees as the team of the world."

Kerry laughed it off.

And the clear affection didn't only flow from the committee to Kerry.

Here's how he kicked off his testimony: "Let me say I've never seen a more distinguished and better looking group of public officials in my life."

IMF sees modest 2013 improvement for world economy

(AP) ? The International Monetary Fund is projecting a modest rise in global economic growth for 2013, but also warning that problems in the eurozone and the United States could derail momentum.

The report Wednesday, an update of the fund's World Economic Outlook, largely tracked the initial estimate from October, revising global growth down slightly by one-tenth of a percentage point, to 3.5 percent. The world economy grew 3.2 percent in 2012, according to IMF estimates.

"Some cautious optimism may indeed be justified," said the IMF's chief economist, Olivier Blanchard. "But we should be under no illusions: there remain considerable challenges ahead."

The IMF downgraded its forecast for the 17-country eurozone, projecting a slight economic contraction for 2013. It said that despite positive policy steps to tackle the debt crisis in some eurozone countries, continued uncertainty about a resolution to the crisis is weighing down growth prospects.

The IMF warned that the eurozone "continues to pose a large downside risk to the global outlook."

The revised report was more optimistic about the U.S. economy, forecast to grow by 2 percent for 2013. But prospects could change depending on impending tax and spending decisions. The U.S. government faces a series of budget negotiations as it tries to navigate mandated spending cuts and a dispute between President Barack Obama and lawmakers over the country's borrowing authority.

The IMF warned that the U.S. should avoid sharp cuts in the short term, but improve its books over the medium term by cutting entitlements and passing tax changes.

The updated report projected that stimulus policies in Japan would pull that country out of a brief recession, but said Japan had to deal with its debt in the medium term. Growth in China is projected to be 8.2 percent in 2013 compared with 7.8 percent in 2012.

The IMF also noted that growth in developing economies could be hurt by the problems still facing the U.S., Europe and Japan.
